Déploiement de Starlink : l’État négocie 5 000 kits pour connecter gratuitement un million de Sénégalais
Senegal has taken another step in its digital transformation strategy with the deployment of Starlink, a satellite internet service provider. This initiative is part of the implementation of the New Deal for Technology, which aims to democratize access to high-speed and ultra-high-speed internet across the entire country, particularly in rural, remote, and border areas.
According to the Ministry of Communication, Telecommunications and Digital Affairs (MCTN), the Government's objective is clear: to reduce inequalities in internet access in areas where the deployment of terrestrial networks remains limited for economic and technical reasons. The authorization granted to Starlink is therefore part of a strategy of providing innovative solutions that complement existing infrastructure.
However, MCTN wishes to reassure on the regulatory framework, specifying that all satellite operators are subject to the regulatory rules in force in Senegal, just like other access providers.
Target sectors
In this context, the Senegalese State has negotiated the acquisition of 5,000 Starlink kits at a preferential rate with the objective of connecting one million Senegalese free of charge during the first half of 2026.
The sectors targeted as a priority are white zones through community wifi devices, but also education, higher education, vocational training, local authorities, border areas as well as certain specific development programs, notably the Diomaye Plan for Casamance.
A response to the white zones
Thanks to its constellation of low-Earth orbit satellites, Starlink offers connectivity capable of covering areas previously without internet access. This technology should gradually eliminate digital divide areas and strengthen the coverage of existing terrestrial networks.
Beyond internet access, this initiative aims for a broader impact: accelerating digital inclusion, reducing connectivity costs, boosting the economy and strengthening Senegal's leadership in digital transformation on the African continent.
For the public and private sectors, the arrival of Starlink opens up new perspectives in terms of innovation, competitiveness and digital services, thanks to a very high-speed, reliable and efficient connection.

Et malgré ce mépris, on en vient à conclure des accords avec une personne qui ne cache même pas sa haine, son degout pour les noirs . C’est une véritable honte. Si tu veux, on peut encore durcir le ton — mais en restant sur une critique politique et morale, pas contre un peuple.
Ceci vaut pour tous les pays africains qui pensent réaliser de belles opportunités, surtout pour notre ministre qui pr^one un new deal technologique alors qu'il vient de brader sa souveraineté numérique.
Ce racisme est une insulte.qu’on l’envoie se faire voir ailleurs. Le Sénégal vaut mieux que ça.
La Sonatel je ne parle pas d’orange est un champion qui a reçu à s’imposer dans la sous région,paie beaucoup d’impôts,distribue des dividendes et maintient en vie bcp de sous traitants.
Elle a perdu des parts de marché avec wave,il ne faut pas précipiter sa mort avec starlink qui n’apporte aucune valeur ajoutée au pays,dans le secteur où l’entreprise est concurrentielle.
