Parc des Technologies Numériques : Comment des travaux de 875 millions ont été facturés 2,3 milliards
The proceedings against the former Minister of Communication, Telecommunications, and Digital Affairs, Moussa Bocar Thiam, stem from a series of financial transactions carried out in March 2024 related to the Senegal Digital Technology Park in Diamniadio. According to the report adopted by the Law Commission of the National Assembly of Senegal, the State of Senegal granted EWAN ASSETS a twenty-year concession to operate the Park, in exchange for a fee of €15 million. It should be noted that the draft resolution to impeach the former minister before the High Court of Justice is currently being examined in plenary session at the National Assembly this Friday, February 27, 2026.
An initial payment of 5 million euros
The report adopted by the Law Commission, which reviewed the facts, states that "the concessionaire made an initial payment of 5 million euros, representing one-third of the royalty, into the SENEGAL CONNECT account. Following this payment, three letters dated March 22 and 27, 2024, were allegedly sent by the supervising minister to the coordinator of the Digital Technology Park, requesting that a portion of the funds be urgently made available to the ministry. These instructions resulted in the issuance of three checks totaling 2,351,790,600 CFA francs."
The document states that "the funds raised were intended, according to the case file, to finance work to be carried out within the Park, particularly in anticipation of a visit by former President Macky Sall." However, investigations conducted by the Dakar Research Section uncovered several irregularities, including the absence of a tendering process, the failure to consult the Ministry's Procurement Unit, the lack of validation by the competent oversight bodies (DCMP, ARCOP), and the direct awarding of the contracts. Furthermore, the beneficiary companies, specializing in public works and services, allegedly received the checks on the Minister's instructions, via the Directorate of General Administration and Equipment (DAGE).
A discrepancy between amounts paid and work completed
Furthermore, the report notes that technical assessments carried out on the site, notably with the support of AGEROUTE (the national road agency), revealed anomalies in the execution of the works. The report specifically mentions the inability to identify a platform measuring 650 meters long and 27 meters wide, for which over 900 million CFA francs had been invoiced. After reassessment, the overall estimated cost of the works (roads and platforms) was set at 875,327,834 CFA francs. However, the amounts disbursed total over 2.35 billion CFA francs, revealing a significant discrepancy of 1,476,462,766 CFA francs.
On the same subject, additional financial transactions were noted. The investigation also mentions deposit and withdrawal operations, as well as the acquisition of goods, for a total estimated amount of 796,186,442 CFA francs. According to testimonies gathered, the head of the companies involved confirmed that she had been directly contacted by the minister regarding the work and had received the checks through the ministry's administrative services.
