The national housing access platform will be launched very soon to allow Senegalese citizens to register for social housing. The announcement was made by Mr. Ibrahima Diop, administrator of the Social Housing Fund (FHS). He was speaking on the sidelines of the FHS's end-of-year institutional ceremony held on Tuesday, December 23, 2025. This meeting, chaired by Momath Talla Ndao, Secretary of State for Urban Planning and Housing, was dedicated, among other things, to the presentation of the 2025 activity report, the FHS's strategic development plan, innovative financing instruments, the 2026 outlook, and the national housing access platform. It was also an opportunity to present the prizes to the two winners of the "Creative Platform Challenge" competition, a highlight of recognition and encouragement for the winners of this competition for the creation of a brand name and logo for this national housing access platform.

The national housing access platform is an integrated tool that will manage the entire housing access process, from registration to key handover. It will replace the previous platform for 100,000 homes, which was simply a registration platform. According to the FHS administrator, this innovative platform, whose creation is one of the FHS's major achievements for 2025, takes into account the entire profiling process and provides comprehensive visibility for the buyer and all stakeholders.
Ibrahima Diop points out that this structuring tool is now considered the single point of entry for housing programs, the central marketing tool and a space for convergence between banks, developers and buyers.
With this platform, he argues, the FHS will have centralized access to structured and strategic data on housing supply and demand. This tool is also a key financing instrument within the National Housing Access and Urban Renewal Program (PNALRU).
Regarding the year's performance, Mr. Ibrahima Diop maintained that 2025 marked "a pivotal moment" for the Social Housing Fund. "A year during which we deliberately changed our pace, changed our methods. We strengthened our management tools, deepened our financial innovation, and adopted a resolutely action-oriented approach. We embraced a paradigm shift, in a way," emphasized the FHS administrator.
He adds: “After several days, several weeks and several months of reflection and diagnosis, the Fund has entered a phase of concrete speculation on the instruments. Our ambition was clear: to move beyond reactive management and position the FHS as a key player in housing finance in Senegal.”
According to Mr. Ibrahima Diop, one of the major acts of the year 2025 was the development of the FHS Strategic Development Plan for the next five years (2026-2030).
According to him, this document is not an academic exercise but the operational compass of the Social Housing Fund which provides a clear vision in the short and medium term, better readability on the mobilization of resources, a coherent framework for the partners of the FHS but also a measurable projection of its impact towards the future.
As part of the modernization of FHS's administrative processes, Mr. Diop reports that he has initiated the implementation of integrated management software. Its main features revolve around the digitization of internal processes, improved transparency and traceability, data centralization and security, accelerated processing times, and decision support through reliable dashboards. This tool will be operational from January 1, 2026.

In terms of partnerships, the FHS administrator indicated that 2025 was marked by "a strong enthusiasm" from the partners of the Social Housing Fund.
Looking ahead, the FHS administrator announced that starting in 2026, his fund will focus on deploying rent-to-own windows to address this major social reality. “2025 was a year of clarification and structuring. We laid the necessary institutional, financial, and operational foundations to achieve lasting change. We strengthened governance, innovated in financing instruments, structured solid partnerships, and placed transparency and execution at the heart of our actions. 2026 will now be the year of implementation. The year in which the mechanisms put in place will produce decisive, measurable, and lasting results; the year in which social housing financing will be fully integrated into a structured, sustainable, and inclusive market logic capable of absorbing volumes, refinancing production, and directing access to homeownership, including for households in the informal sector,” Mr. Ibrahima Diop reassured.

The Secretary of State for Urban Planning and Housing, for his part, congratulated and thanked the FHS administrator and his staff for the work done and the innovations brought about in the face of the challenges of access to housing.
Momath Talla Ndao also reassured everyone that with these innovations brought about by the FHS, the goal of having the first housing units built by 2026 can be achieved. "From 2026 onwards, our ambition is to have housing in several regions and, above all, to develop housing based on local needs. This is a very important factor," the state official stated.
It should be recalled that the Ministry of Urban Planning, Territorial Communities and Spatial Development is the supervisory body of the Social Housing Fund, whose mission is to facilitate access to decent housing for low and middle-income populations, through innovative financial mechanisms, loan guarantees and subsidies, while supporting sustainable construction and social diversity.
