Aïssata Tall Sall expressed her surprise at the first article of the law on the status and protection of whistleblowers, which, according to her, does not clearly define the concept of whistleblowing. She also cited a French decree to support her argument, emphasizing the importance of legal clarification.
In response, Ousmane Diagne, Minister of Justice, explained that if case law had to decide on this notion, it was probably because the law was not sufficiently clear, either because it did not define the alert, or because its definition remained ambiguous.
The minister said he was unaware of the ruling when it was adopted, but now feels enriched by the fact that it was cited by the parliamentary group's chairwoman, Takku Wallu.
For the Minister of Justice, this reinforces the debate on the need for a legal and precise definition.
