Cité Baraka : Balla Moussa Fofana salue le projet et annonce une phase II
For urban renewal, the Baraka housing complex in Liberté 6 serves as a veritable open-air laboratory. During a working visit to the Baraka complex on Thursday, December 18, 2025, the Minister of Urban Planning, Local Authorities and Territorial Development, Balla Moussa Fofana, reaffirmed the "strategic importance of this project" within the National Urban Renewal Program.
This approach, he believes, goes far beyond simply building housing, placing people and the local economy at the heart of public action. In this regard, Mr. Fofana expressed particular satisfaction with the local economic dynamism he observed during his visit. He stated that "building a neighborhood also means creating its economy, which will allow residents to earn sufficient income and provide for their children."
"I saw a laundry, a metalwork shop, a woodwork shop, a lot of things that keep the economy going," the minister noted, stressing that the development of the local economy is one of the guidelines given by the President of the Republic, Bassirou Diomaye Faye.
The Baraka housing project, estimated to be 50% complete, represents a pilot project of the National Urban Renewal Program. The Ministry of Urban Planning aims to leverage this experience to intervene in other municipalities facing slum development. "We're not going to stop at Baraka. There are many municipalities that are currently on our list," declared Balla Moussa Fofana.
The aim for the State of Senegal will therefore be to "restructure these areas, not only by providing a new built environment, but also by developing a local economy and local education," the minister insisted, mentioning in particular the problems of malnutrition observed among children, linked to household poverty.
Furthermore, the minister announced the upcoming establishment of a steering committee tasked with preparing phase II of the project. "We are launching the steering committee. We first needed to listen to the stakeholders, conduct technical studies and carry out site visits before launching the committee," he explained.

J’habite à Liberté 6 Extension, mais la création de ce site a officiellement installé un micro quartier dans le quartier où dealers, prostituées et agresseurs ont érigé domicile. L’insalubrité, la promiscuité et le grand banditisme y reignent en maitre absolu.
En effet, le projet visait à réinstaller des familles démunies d’étrangers et de Sénégalais dans des conditions humaines plus correctes. Mais la plupart de ces étrangers ont préférés mettre en location ces logements offerts à d’autres étrangers mais à la réputation douteuse et aux activités le plus souvent délictueux. Pour preuve les agressions ont fait florés et cela jusqu’à la cité contiguë et aux abords du Auchan et de l’Hôpital Mamadou Diop, où il ne se passe un jour sans que des cas d’agression ne soient notés. Et pire, cette violence se fait jusqu’aux voisins des immeubles qui n’osent plus sortir la nuit , ni envoyer leurs enfants ou encore se voient refusés par les taximen d’entrer dans la cité.
Récemment un jeune de ces immeubles a été poignardé à mort par un autre habitant suite à une banale dispute.
Ce serait dommage qu’une pareille expérience soit renouvelée sans au préalable s’assurer que toutes les bonnes mesures soient prises pour qu’il n’y ait pas de dérives.
Ceux ne sont pas les sénégalais du Sénégal qui peuvent développer le pays...ils peuvent pas......Fofana a vécu au canada il sait très bien que cite baraka est mal construit comme tous les autres.....au moins des rues larges
Cette expérience n est pas à renouveler car ça installe la débauche dans les quartiers
Et le plus c’est des étrangers qui y élisent domiciles avec toutes sortes de trafics
