Casamance : L’Agropole Sud, futur hub industriel aux 50 000 emplois
The Southern Agropole has now established itself as the hub for processing local products and a major driver of job creation for young people and women in Casamance. The first project of the National Agropole Development Program (PNDAS), it aims to generate 50,000 jobs, including 15,000 direct jobs.
The technical objective is just as ambitious: to increase local industrial transformation capacity to a rate of 60%.
President Bassirou Diomaye Faye visited the largest agro-industrial park in the Southern Agropole, located in Baghagha, in the municipality of Adéane, on December 23, 2025. This stop on his economic tour of southern Morocco allowed him to observe the progress of the construction work, estimated at 95%, and to officially launch phase 2 of the park. This new phase consists of an additional 50-hectare expansion intended to stimulate the economy of the Casamance region while strengthening national food sovereignty.
According to Aïssatou Ndiaye, National Coordinator of the PNDAS (National Program for Agricultural Development), the new directions are based on several strategic axes. Beyond the expansion of agro-industrial parks, the emphasis is placed on on-site processing rather than simple storage. The integration of all sectors with high processing potential, exceeding the initial priorities, now constitutes the core of the development strategy.
To support small and medium-sized enterprises (SMEs), partnership agreements totaling over 300 million CFA francs have been ratified with key organizations such as the Bureau de Mise à Niveau (Upgrading Bureau), the Institut de Technologie Alimentaire (Food Technology Institute), and the Association Sénégalaise de Normalisation (Senegalese Standardization Association). This funding is intended to support SMEs in complying with quality standards, technical control, and incubation, thereby ensuring rigorous advisory support across the entire value chain, from production to marketing.
The new guidelines from the Ministry of Industry and Trade have led to a significant increase in budget allocations. The initial funding for the Southern Agropole, amounting to 57 billion FCFA thanks to support from the State, the African Development Bank (AfDB), and the Islamic Development Bank (IsDB), has been supplemented by an additional 41 billion FCFA in the 2026 Initial Finance Law. This budget increase will accelerate the implementation of the nine regional and departmental parks within the Southern Agropole and allow for the inclusion of new production sectors.
Minister Serigne Gueye Diop emphasized that the Adeane agro-industrial park at the Agropole Sud, spanning nearly 100 hectares, is designed not only as an industrial zone but also as a vibrant living space capable of accommodating up to 100 factories. A key innovation is the incubation center, which will enable young entrepreneurs to transition from artisanal to industrial-scale production within two to three years.
The industrial deployment will not stop in Adéane. The government announces the creation of similar platforms in each department of Casamance, notably in Oussouye.
The activity will also expand to new products such as forest resources (mad, ditakh), fishery products (prawns, fish) and packaging manufacturing, in order to maximize added value within the national territory.
The Adeane agro-industrial park is about to officially launch. The Minister confirmed that the equipment has already been acquired and the laboratories installed. The first companies are expected to move onto the site around February 2026, marking a historic step towards the economic and industrial independence of the southern region.
