Climate change: ADM launches national guide to strengthen community climate resilience

Changement climatique: L’ADM lance un guide national pour renforcer la résilience climatique des collectivités

The Municipal Development Agency (ADM) in partnership with the Directorate for Climate Change, Ecological Transition and Green Financing (DCCTEFV) presented on September 24, 2025 the Harmonized Guide for the Development of Territorial Climate Plans.

The launch workshop, organized with stakeholders of the Senegalese Municipalities and Agglomerations Support Program (PACASEN), provides communities with a practical tool to combat the impacts of global warming.

Indeed, this guide, which is part of the country's commitments under the Paris Agreement, offers a unified methodology to help municipalities design their Territorial Climate Plans (TCPs) and respond to the major challenges facing Senegal, such as recurring floods, drought, coastal erosion and food insecurity.

It contributes to reducing greenhouse gas emissions by 7% (without external support) to 29% (with international support) by 2030.

In his speech, the Secretary General of ADM Baye Oumy Guèye, recalled that this tool allows communities to have the necessary instruments to effectively combat the effects of climate change.

He also highlighted the many negative impacts observed in communities, such as sea encroachment, flooding, and threats to some of the country's parks, all linked to climate change. He specified that the State has established the Nationally Determined Contribution (NDC), a reference instrument to guide stakeholders in their local actions.

The main challenge for local authorities remains the availability of funding. This is why, within the framework of PACASEN, additional funding of 110 billion CFA francs for 124 local authorities has been mobilized to support the development of the guide and its implementation, he said.

According to him, other aspects of the funding will aim to strengthen all communities and put them in optimal conditions, particularly in the context of the transfer of skills.

Eli Niang, technical advisor to the Climate Change, Ecological Transition and Green Financing Department at the Ministry of the Environment, said his department played a central role in developing the guide.

"We finally have this guide, whereas in the past some communities had already tried to develop their own tools. Previous projects have also allowed regional councilors to equip themselves with guides, but this new tool offers a harmonized approach for all communities. Today, it is time to harmonize actions," the official emphasized.

He believes that municipalities will now be able to play a central role in the implementation of climate policy in Senegal.

For his part, the mayor of Taïba Niasséne, Mouhamed Niass, welcomed this participatory approach, describing it as an essential initiative to effectively combat climate change.

    En tout cas cette agence fait trop de PUB dans la presse. Meme une petite réalisation qui est une tache normale dédiée on voit partout dans la presse. Inimaginable qu'en France que les directions et agences se mettent a envoyer a la presse location l'execution d'une partie de leurs missions
    Meme la signature d'un partenariat on la voit dans la presse en grande pompe
    À tous ces DG et SG et ministres qui veulent trop se mettre en avant Vous en faites trop travaillez et ne découragez pas les instruits qui ont soutenu ce projet et a qui le le tapage médiatique horripile

    Au moins cette fois ci on a pas le DG avec ces costumes dépassés, le SG ca fait un changement

    Si cela leur permet de glaner quelques financements, c'est tant mieux. Mais, en tout cas, le changement climatique est un mensonge.
