It's official! The General Management of Dakar Dem Dikk (DDD) has initialed its company agreement. The official signing ceremony for this document of great social significance took place on Monday, December 29, 2025, at DDD's headquarters in Dakar. It was presided over by the Director General of Land Transport, Mr. Babacar Fall, representing the Minister of Land and Air Transport, in the presence of the representative of the Director General of Labor and Social Security; the President of the High Council for Social Dialogue, Mr. Mamadou Lamine Dianté; the Chairman of the Board of Directors of Dakar Dem Dikk, Mr. Mamadou Goudiaby; the Director General of Dakar Dem Dikk, Mr. Assane Mbengue; representatives of labor unions and staff delegates; and the union representative, among others.

A strategic management and governance document

This strategic management and governance document demonstrates a commitment to working together towards the development of Dakar Dem Dikk. This company agreement is set against a backdrop of increased competition and profound changes in the public passenger transport sector in Senegal.

According to the Director General of Dakar Dem Dikk, the signing of this company agreement marks the culmination of a process of dialogue, responsibility, and consultation conducted consistently and rigorously with all stakeholders in the Dakar Dem Dikk community. "The moment that brings us together today is of particular importance, as it marks the culmination of a long, demanding, and deeply collective process, undertaken in the best interests of our company and its employees. This agreement comes at a time of increased competition and profound changes in the public passenger transport sector in Senegal," emphasized Mr. Assane Mbengue.

He adds: “Faced with these challenges, Dakar Dem Dikk has chosen anticipation, adaptation and managerial transformation. We have undertaken a structured reflection on our management methods and on the development of our human resources, with a clear ambition: to create the conditions for a stable, motivating work environment conducive to collective performance.”

Mr. Mbengue noted that the work leading to this agreement took place over several months and was intense and sometimes demanding, but always guided by a spirit of dialogue, mutual respect, and shared responsibility. "All stakeholders were able to move beyond posturing to seek balanced solutions, taking into account social issues, economic imperatives, and the legitimate expectations of workers, particularly regarding working conditions, recognition, and career development. This agreement is thus the result of a structured and mature social dialogue, based on the overall interest of the company and the shared desire to consolidate lasting social peace. It also establishes a new dynamic of participatory governance within Dakar Dem Dikk," he explained.

In this regard, the Director General of DDD wished to acknowledge the decisive role played by the trade union organizations and by the College of Staff Representatives who, in his view, carried the voice of the workers with a sense of responsibility, a constructive spirit and a constant concern for the overall balance.

In essence, Assane Mbengue maintains that this new DDD company agreement introduces significant progress for both employees and the company. "This agreement notably provides for the establishment of an annual bonus indexed to company performance, the implementation of which is subject to the prior authorization of the President of the Republic, the only authority empowered to decide on it, in accordance with regulations. It also improves the framework of social benefits and enhances the clarity of career paths, offering employees clearer and better-structured advancement prospects. Beyond these tangible measures, this agreement overhauls career organization and strengthens the social climate in the long term. It clarifies job classifications, values skills development, and establishes internal promotion as a key driver of professional advancement," Mr. Mbengue explained.

Finally, the Director General of Dakar Dem Dikk expressed his fervent wish that this agreement would open "a new clear and ambitious stage for Dakar Dem Dikk"; before pledging to implement it rigorously and loyally, in the general interest.

"This agreement is the result of a demanding and sometimes difficult social dialogue."

Presiding over the meeting on behalf of the Minister of Land and Air Transport, the Director General of Land Transport maintained that this agreement is the result of a demanding and sometimes difficult, but always constructive, social dialogue. "It demonstrates a shared commitment to reconciling the performance of the public transport service with the legitimate recognition of the rights, expectations, and commitments of women and all workers," emphasized Mr. Babacar Fall, adding that the Ministry welcomes this approach based on listening, consultation, and the pursuit of lasting compromise.

To that end, Mr. Fall expressed the hope that this agreement would constitute a solid foundation, a strengthened collaboration in the service of the general interest and the future of public transport.

The president of the High Council for Social Dialogue, for his part, elaborated on the significance of this company agreement. "Through this act of great social importance, the General Management of Dakar Dem Dikk has fully aligned itself with the guidelines of the National Pact for Social Stability for Inclusive and Sustainable Growth, which commits employers to promoting social dialogue and collective bargaining," stated Mr. Mamadou Lamine Dianté.

In this respect, he believes that Dakar Dem Dikk will serve as a model for social partners in other sectors. "The company agreement you are about to sign certainly lays the foundations for renewed professional relations at Dakar Dem Dikk. But, by this act, and with a view to ensuring the sustainability of such professional relations, you are also incidentally contributing to consolidating a peaceful social climate so that you can regularly and fairly distribute the profits of your company," added the president of the HCDS.

"A historic day for Dakar Dem Dikk"

Mr. Marc Fodé Tendeng, representing the labor unions, stated that Monday, December 29, 2025, was a historic day for the Dakar Dem Dikk company. "Today, we are initialing a collective agreement between management and the social partners. This collective agreement adapts labor law regulations to the specific needs of the company, taking into account social, economic, and organizational aspects. We are sealing a mutual commitment between management, the Ministry of Transport, and all employees with public contracts," he indicated.

According to Mr. Tendeng, this DDD company agreement will impact workers' social relations and ensure ongoing dialogue within the company.
