Sustainable construction in Senegal: FHS and BNDE sign a Memorandum of Understanding

Construction durable au Sénégal : Le FHS et la BNDE signent un Mémorandum d’entente

The National Housing Access and Urban Renewal Program (PNALRU) has just reached a strategic milestone in its implementation. The National Bank for Economic Development (BNDE) and the Social Housing Fund (FHS) have signed a Memorandum of Understanding (MOU) to define the terms of their collaboration for financing and managing the green fund. The official signing of this strategic partnership, which marks the operationalization of the green fund and the implementation of sustainable housing projects in Senegal, took place on Friday, October 31, 2025, in Dakar. It was presided over by Mr. Momath Talla Ndao, Secretary of State for Housing, in the presence of Mr. Mamadou Faye, Director General of the BNDE, and Mr. Ibrahima Diop, Administrator of the FHS.

A decisive step in operationalizing the green fund and implementing sustainable housing projects in Senegal

In line with the Senegalese government's priorities regarding access to housing, social justice, and ecological transition, the Social Housing Fund has initiated the creation of the Green Social Housing Fund. This innovative mechanism aims to promote sustainable, affordable, and low-carbon housing for low-income populations. Specifically, the fund's objectives are to: encourage the construction of environmentally friendly housing using local materials, low-carbon techniques, and improved energy efficiency; mobilize green resources, particularly from climate and carbon mechanisms, in addition to public and private contributions; and establish a partnership-based governance structure involving the banking sector, technical partners, and institutional stakeholders.

It is within this framework that the Social Housing Fund (FHS) and the National Bank for Economic Development (BNDE) established a strategic partnership through a Memorandum of Understanding (MOU) to define the terms of collaboration for the financing and management of the green fund. The signing of this MOU thus marks a decisive step in the operationalization of the green fund and the implementation of sustainable housing projects in Senegal.

The BNDE commits to investing 3 billion FCFA

By actively participating in the implementation of the Green Fund for Social Housing alongside the FHS, BNDE confirms its commitment to being a key player in sustainable finance, serving the ecological transition and social justice. To this end, it has pledged to: allocate a 3 billion FCFA financing line; support the structuring of a suitable financial vehicle for mobilizing long-term resources; and, most importantly, provide the expertise of its teams to identify projects with a strong social and environmental impact, tailored to the fund's requirements and the Senegalese context.

The land, the purchase of productions, and the marketing of housing are the responsibility of the FHS

The FHS, for its part, has committed to providing the land, setting guidelines in line with the National Program for Access to Housing and Urban Renewal (PNALRU), purchasing the productions of the financed developers and ensuring the marketing of the housing to priority targets (with all investors).
