Démolitions "illégales" à Tivaouane Peulh : Les victimes accusent la SIPRES et la DSCOS de violation de la loi
Hundreds of buildings were razed by heavily escorted bulldozers between December 10 and 12, 2025. The owners denounce the actions as being "without warning and without a court order," in direct violation of the Town Planning Code and the jurisprudence of the Supreme Court.
A wave of massive and brutal demolitions struck Tivaouane Peulh Nord from December 10th to 12th, 2025, provoking outrage and anger among residents. Led by the Senegalese Real Estate Development and Housing Company ( SIPRES) with the assistance of the Directorate of Land Use Monitoring, Control and Occupation (DSCOS), these operations are denounced by the victims, who describe them as "irregular" and "clearly illegal."
Under the orders of Commander Sané, Deputy Director General of DSCOS, hundreds of structures, ranging from simple foundations to multi-story buildings, were razed in a few days.
Residents claim they were taken by surprise by the brutality of the intervention and recall that Commander Sané had given public assurances "that no building would be demolished without respecting legal requirements".
SIPRES justifies its actions by claiming a leasehold right to 60 hectares of land under title 6435/R. However, the victims contest the legality of the extrajudicial demolitions, relying on Senegalese law and jurisprudence. "The Administration does not have a general power of demolition. Any infringement of property rights must be authorized by a judge," the victims point out, citing the repeated position of the Supreme Court.
For them, article 92 of the Town Planning Code stipulates that "any demolition of an irregular construction must be ordered by a court decision, except when it concerns the public domain".
The affected people accuse DSCOS and SIPRES of being in total violation of the legal framework, since the site in question falls under a private land title.
A private operation at the expense of the citizens
Those affected have announced they will appeal to the highest authorities to obtain redress. They vehemently denounce this operation, carried out for the benefit of a private company, SIPRES, at the expense of citizens already living on the site.
Residents are warning of the social tensions that these demolitions, perceived as a "blatant injustice", risk exacerbating.
