Digitalisation des services de l’état civil : La CDC et l’ANEC se donnent la main pour accélérer la cadence
Civil registration is a fundamental element in the lives of citizens and an essential source of demographic data. It is within this context that the Caisse des Dépôts et Consignations (CDC) and the National Civil Registration Agency (ANEC) have decided to pool their resources and expertise to accelerate the digitalization of civil registration services. They signed a partnership agreement to define the framework for action and the terms of their collaboration. The official ceremony, attended by the Director General of the CDC, Mr. Fadilou Keïta, and the Director General of ANEC, Mr. Matar Ndao, took place on Friday, May 22, 2026, at the CDC headquarters in Dakar.
Objective: "to contribute to the achievement of the objectives of the Senegal Vision 2050 Development Plan"
In Senegal, civil status is enshrined in the Constitution of January 22, 2001 in its article 25-3, paragraph 5 which states that "every citizen has the duty to register in the civil status the acts concerning him and those relating to his family under the conditions determined by law" registration in the civil status is a fundamental tool to guarantee each individual access to his rights and to allow the State to function effectively in the planning and management of the population.
This collaboration agreement for accelerating the digitalization of civil status services between the CDC and the ANEC aims to contribute to the achievement of the objectives of the Senegal Vision 2050 Development Plan; improve and modernize the management of civil status in Senegal; pool and optimize state resources; improve civil registration rates; and strengthen access for the population to civil status services.
In this capacity, the two institutions undertake to intervene in the updating of the mapping of civil status centers; the awareness-raising of civil status actors; the training of agents and actors involved in the civil status process; the organization of mobile hearings to facilitate the regularization of persons without civil status documents; the organization of the physical archiving of registers at the level of civil status centers; the construction and refurbishment of archive rooms; the implementation of a digital archiving system; and the digitization of civil status centers.
The CDC, an institution serving everyone
It is worth recalling that the Caisse des Dépôts et Consignations (CDC) is an independent public institution, created by Law No. 2006-03 of January 4, 2006, to protect and enhance the resources entrusted to it by the State, the judiciary, businesses, and citizens. Its mission is to secure, invest, and develop.
ANEC is responsible for the design and coordination of the management mechanisms of the civil registration system.
The National Civil Status Agency (ANEC), for its part, is tasked with implementing the guidelines and ensuring the application of the State's policy on civil status. It is responsible for designing and coordinating the management mechanisms of the civil status system.
