Emploi, salaires et réintégrations : Ce que l'État a réellement accompli en un an
The Senegalese government held a press conference to present the progress of the Social Stability Pact, one year after its launch. This exercise in transparency has become a regular occurrence since the last cabinet reshuffle, according to spokesperson Marie Rose Khady Faye.
The Minister for the Civil Service, Olivier Boucal, detailed the structure of the pact, built on an inclusive approach involving the State, workers, and employers. A total of 87 commitments have been identified. Specifically, 10 concern the work environment, 15 economic and social policy, and 21 the improvement of working conditions. In addition, there are sectoral commitments: 5 for education, 6 for higher education, 7 for health, 2 for local authorities, 3 for culture, and 1 for transport, as well as 15 cross-cutting commitments for the administration. Planned for a three-year period, the pact includes 50 activities structured around social dialogue, labor law, social protection, and the quality of public services, with particular attention to the informal sector.
Quantified progress after one year
One year after its launch, several achievements have been highlighted. On the institutional level, steering and social dialogue bodies have been established to support implementation.
On the social front, the government highlights the revaluation of wages in certain sectors (domestic workers, hotels), the extension of social protection to artisans and small taxpayers, as well as pension reforms.
Regarding employment, the figures presented are significant: 2,527 teachers announced for recruitment and 2,500 healthcare workers in the process of being integrated, including 500 university professors and researchers. On the sensitive issue of layoffs, reinstatement measures have been implemented: 40 workers at the Autonomous Port of Dakar, 241 contractors given permanent contracts at Dakar Dem Dikk (with 9 currently being reinstated), 8 workers at the Ministry of Mines, and 37 negotiated departures at the Caisse des Dépôts et Consignations (Deposit and Consignment Fund).
800 billion to relieve the economy
On the economic front, the government is emphasizing the regulation of domestic debt, with 800 billion FCFA cleared in one year, a figure presented as a major lever for supporting businesses and restoring confidence. The expansion of the housing allowance and the gradual digitization of administrative procedures are also among the commitments nearing completion.
Despite these indicators, Minister Olivier Boucal acknowledged that tensions persist in certain sectors, particularly healthcare, education, and local government. He noted, however, that several conflicts have been defused and emphasized the shared responsibility of the signatories of the pact. Workers and employers had indeed committed to a three-year social truce. "The pact is underway," he concluded, calling for strengthened dialogue to achieve the established objectives.
