Mise en œuvre du PROGEP 2 : L’ADM présente l’état des lieux au comité de pilotage et dévoile les prochaines étapes
As part of the implementation of the second phase of the Rainwater Management and Climate Change Adaptation Project (PROGEP II), the Minister of Hydraulics and Sanitation, Dr. Cheikh Tidiane Dièye, chaired a meeting of the Steering Committee. This important meeting, organized by the Municipal Development Agency (ADM), took place this Tuesday, August 19, 2025, in Dakar. It noted the presence of the Governor of Dakar, the Director General of the Municipal Development Agency (ADM), Dr. Mamouth Diop; and all relevant stakeholders.
Objective: "to present the progress of PROGEP II, to provide information on the next stages of the project and to take stock of other sanitation projects prepared or implemented by the ADM"
This is the first meeting of the Steering Committee since the emergency phase of the Rainwater Management and Climate Change Adaptation Project (PROGEP 2), financed through the Consolidated Investment Budget between 2021 and 2023. Its main objective is to present the progress of PROGEP II, to inform on the next stages of the project and to take stock of other sanitation projects prepared or executed by the Municipal Development Agency (ADM).
According to the Director General of ADM, PROGEP 2 is part of a global vision of territorial urban development that links two essential dimensions, namely: "controlled urban development" and "management of the effects of climate change through risks and natural disasters." And this initiative is part of the ambition to promote balanced territorial urban development, reconciling "the pragmatism of urgency" and "the depth of sustainable intervention."
According to Dr. Mamouth Diop, the implementation of PROGEP 2 has made it possible to highlight three urban markers specific to ADM. These are the territorialization of urban public policies, in accordance with the national transformation agenda; the transversality of its intervention encompassing all the challenges of territorial urban development; and finally, the capacity for pragmatic response combining urgency and medium-term strategy.
Concrete results already visible
This large-scale project, worth 170 billion CFA francs, aims to reduce flood risks in Dakar's peri-urban areas and directly impacts 128,000 people in eight beneficiary municipalities in the departments of Keur Massar, Rufisque, Pikine, and Guédiawaye. The Steering Committee's work focused on the technical and financial progress of activities, which have yielded tangible results.
Indeed, since its launch in 2021, PROGEP 2 has enabled the construction of major infrastructure in these 8 municipalities. According to the results, 46,000 linear meters of primary and secondary drainage networks have been created, facilitating the drainage of rainwater. In addition, 30 kilometers of self-locking paving roads have been built. These achievements have directly impacted 150,000 people over an area of more than 1,000 hectares.
To optimize construction and operating costs, the design of the structures is carried out using a "watershed approach" that enhances the topography with the restoration of natural waterways. This approach, which favors gravity drainage of runoff water to the sea, makes it possible to minimize, or even overcome, the risks inherent in pumping-based sanitation systems, particularly in terms of sustainability and maintenance and operating costs.

The Minister of Hydraulics and Sanitation, for his part, returned to the importance of PROGEP. "This project constitutes a leading operational instrument that aligns perfectly with Axis 2 of the National Transformation Agenda, dedicated to sustainable territorial development and organized urbanization. Indeed, it integrates into its components urban planning and management that take into account climate risks and the sustainability of cities," maintained Dr. Cheikh Tidiane Dièye.
Better still, he adds: "Furthermore, it is consistent with national priorities in terms of sanitation, improvement of public services and citizen participation as indicated in the National Development Strategy 2025-2029, a short-term version of our framework which makes sanitation a major lever for universal access to basic social services. Finally, this project is anchored in the 2025-2029 Sectoral Development Policy Letter of both the Ministry of Hydraulics and Sanitation and the Ministry of Urban Planning, Local Authorities and Regional Development."
