ASP : Seydina Touré licencie un cadre "épinglé" par la Cour des comptes
The Agency for Community Safety Assistance (ASP) has announced the dismissal of Khadim Faye, former materials accountant, head of the logistics division, and territorial controller for the North. The decision, signed by the ASP's Director General, Captain Oumar Touré, was notified this Monday, November 10, 2025, by letter no. 418/MISP/ASP/DG/SG/DRH/CDGP.
According to the official statement, this dismissal is due to serious misconduct that has harmed the institution's material interests, image, and reputation. Several audit and control reports have highlighted repeated shortcomings in Khadim Faye's management. The final report from the Court of Auditors (No. 000110/CC/PCEP/nsd of December 16, 2024), covering the period 2018-2022, indicates financial losses estimated at 77,613,000 CFA francs incurred by the Agency during his tenure as inventory accountant. An internal audit report dated September 1, 2024, also mentions irregular fuel allowances for the 2023 and 2024 fiscal years.
In addition to financial irregularities, the ASP accuses the agent of disregarding the chain of command, notably for requesting the intervention of a labor inspector without informing senior management. He is also accused of involvement in a fraudulent vehicle scrappage scheme, from which he himself allegedly benefited, causing material damage to the agency. Furthermore, Khadim Faye reportedly refused to report to his assigned post, accumulating more than two months of unjustified absence, according to reports from the head of the Northern division.
The ASP also noted public statements deemed defamatory against the Director General and the institution. In a letter entitled "Statement of my professional situation and observations on the management of the Agency," the employee allegedly made serious, unfounded accusations, alleging patronage-based recruitment and clannish management, without providing any evidence whatsoever.
Social media posts dated February 5 and 7, October 31, and November 7, 2025, are also cited in the press release, containing remarks deemed denigrating and damaging to the image of the ASP (Agency for Community Safety). Despite a formal request for explanation (No. 0080 MISP/ASP/DG/SACI of November 5, 2025), Khadim Faye reportedly did not respond. Given the seriousness and recurring nature of these breaches, the Agency for Community Safety Assistance has decided to definitively terminate its collaboration with Khadim Faye. The ASP reiterates that this measure aims to preserve the integrity, discipline, and credibility of the institution, in accordance with the rules governing the civil service and the duty of exemplary conduct imposed on its employees.
