Oussouye : La métamorphose d'une cité traditionnelle sous l'impulsion de PROMOVILLES
Oussouye, a town with a strong traditional and cultural character, is entering a new era. Thanks to the intervention of the Urban Modernization Program (PROMOVILLES), the town is benefiting from a major reconfiguration of its urban landscape, combining infrastructural modernity and respect for heritage.
The Urban Modernization Program, a cornerstone of Senegal's territorial equity strategy, is currently implementing its initiatives in 66 municipalities across the country's 14 regions. In Casamance, the results are already significant, with over 25 kilometers of roads improved and lit, as well as numerous community facilities. This momentum is now continuing through the "Diomaye Plan for Casamance" and the Road Development Program in Secondary Cities (PA2VS).
A major investment of 4.86 billion FCFA
For the municipality of Oussouye, PROMOVILLES mobilized significant resources with the support of the Arab Bank for Economic Development in Africa (BADEA). A total investment of 4.86 billion CFA francs enabled the construction of 4.5 km of roads distributed along four strategic axes. This project, designed in close collaboration with the municipality, provides the town with its first large-scale, structural infrastructure.
The modernization project goes beyond just resurfacing. It includes a robust drainage system covering 2.56 km, featuring reinforced concrete gutters, PVC pipes, and submersible culverts for optimal stormwater management. Simultaneously, nighttime safety and urban comfort are ensured by the installation of 250 solar-powered streetlights.
A tangible impact on the daily lives of the population
The results are already visible and measurable. Despite the exceptional rainfall recorded during the last rainy season, the new sanitation infrastructure has kept thousands of people dry, directly impacting 1,195 households. Access to these areas has also been improved for historic neighborhoods such as Saré Demba, Essinkine, Kalobone, Ethia, Souleuk, and Bouwentene.
This improved mobility has fostered the development of local transportation, particularly taxis and motorcycle taxis, while also facilitating public services such as garbage collection. On the social front, PROMOVILLES has invested in human capital by training 62 municipal employees in local taxation and 42 young people in construction trades, in addition to building 10 classrooms and developing public spaces.
A response to the challenges of territorial equity
Beyond the figures, these achievements represent a concrete response to territorial inequalities. By aligning its actions with the "Senegal 2050 Vision" and the Sustainable Development Goals (SDGs), PROMOVILLES is contributing to the creation of inclusive, resilient, and safe cities.
The program does not intend to stop there. Through the PA2VS project, the modernization of 95 secondary cities is already underway, confirming the State's commitment to decentralizing urban development and sustainably strengthening the capacities of local authorities.
