Violence against women and girls: The State of Senegal harmonizes the tools for supporting victims

Violences faites aux femmes et aux filles : L’État du Sénégal harmonise les outils de prise en charge des victimes

Data on violence against women and girls remains a serious concern in Senegal. The National Agency for Statistics and Demography (ANSD) reports "a significant increase in cases, rising from 27% to 31.9% over the past five years," confirming an alarming trend. Adding to these figures is the persistence of harmful practices such as female genital mutilation and a child marriage rate estimated at 12%, all indicators which, according to stakeholders, call for a national mobilization.

 

It is in this sense that the Ministry of Family, Social Action and Solidarity shared with civil society actors on Monday, December 15, 2025, a multi-sectoral collaboration protocol and harmonized tools for the care of victims.

Recognizing that "the shortage of care centers is one of the main challenges," Mountaga Ba, Secretary General of the Ministry of Family, Social Action, and Solidarity, indicated that the Ministry is "firmly committed to building unified care centers" to guarantee comprehensive, integrated, and harmonized care. A national center, fully funded by the State, is nearing completion, while three regional centers have already been built and inaugurated.

 

According to Mountaga Ba, this dynamic is accompanied by significant standardization efforts. The adoption of the victim support protocol, along with its technical annexes, as well as the multi-sectoral collaboration protocol signed by the Ministries of the Interior, Justice, the Armed Forces, and Health, aims to "correct the shortcomings identified, particularly in terms of harmonization and coordination of interventions."

 

Welcoming the efforts made by the State of Senegal, the representative of the United Nations Population Fund (UNFPA) affirms that this approach marks "a decisive step for the effectiveness of collective action", insisting on the need for effective ownership and deployment of these tools.
