Industrialisation : Alla Sène Guèye appelle le Sénégal à s’inspirer du modèle marocain

The president of the National Federation of Industries of Senegal (FNIS), Alla Sène Guèye, wants a profound transformation of the national industrial policy. For the financier, Senegal must draw inspiration from the Moroccan model, particularly in the automotive sector. A guest on the Seneweb Eco program this Sunday, September 21, 2025, Mr. Guèye stated that "the success of the Moroccan automotive industry can be explained by three factors: government stability, a skilled workforce, and a favorable tax and logistical environment." For Senegal, Alla Sène Guèye proposes focusing on co-location, a model inspired by Germany. "It's not about inventing a new system, but about integrating into global value chains through partnerships with recognized multinationals. These large firms can be the driving forces of our industrialization," he emphasized.

However, the president of the National Federation of Senegalese Industries acknowledges the obstacles the Senegalese government faces to successful industrialization. "Our industry is too concentrated in Dakar, we lack railways, our ports are not efficient enough, energy is expensive and unstable, and we do not have access to competitive long-term financing in the CFA zone," he listed.

Furthermore, he called on the state to strengthen its role as a facilitator and to improve regional planning. "We cannot continue to ignore the industrial potential of regions like Kaffrine and Kédougou. Without adequate infrastructure, these areas will remain on the margins of national development," emphasized Alla Sène Guèye.

    Le Roi il a une vision et il est très patriote. Ici il faut qu’on planifie et qu’on soit très rigoureux dans l’exécution.
    Sortir de Dakar devient une urgence.
    Il faut aussi libérer nos gouvernants du poids des mandats pour qu’ils puissent se projeter très loin. La continuité doit être assurée même en cas de changement d’équipe.
    On a effectivement un grand retard sur la mobilité, le chemin de fer particulièrement. D’accord, fabriquer des locomotives ça prend du temps, mais pour les rails, on a quand même du fer au Senegal. S’il faut tout importer, les financements des projets vont coûter cher.
    Si on se dit qu’il faut par exemple construire 2000 km de chemin de fer, on peut commencer par l’industrie ferroviaire : rails, traverses, boulons, outillages divers en attendant les machines et autres.
