DIOMAYE /SONKO : DUO OU DUEL ? AVEC UN EXECUTIF REVOLUTIONNAIRE : UN FAUTEUIL A DEUX ENTRE UN PRESIDENT EMINEMMENT LEGAL ET UN PREMIER MINISTRE PUISSAMMENT LEGITIME (Par Mame Diarra Sow)
Of the urgent need to continue the African patriotic revolution developed in Senegal with its continuum of ruptures and its cohort of tumults inherent in any revolution like the historic French Revolution of 1789 or the contemporary Arab Spring. It is the highlighting of the great Senegalese evening brought to light with a revolutionary executive power which marks one of the first ruptures with an unprecedented two-headedness between an eminently legal President and a powerfully legitimate Prime Minister. A novelty which reinforces the Senegalese democratic exception and roots the African revolutionary spirit of PASTEF.
Unprecedented! Because this is not the Bonapartist or Caesarist model with the hegemony of an elected President carrying a social project intuiti personae and a Prime Minister appointed to implement it. But a revolutionary executive of one chair for two political figures linked to the people by a single pact of trust on the basis of the same project. An unprecedented executive power that does not emanate from the presidential election resulting from a meeting between a man and his people but from a meeting of the DIOMAYE / SONKO duo and their fellow citizens.
However, General De Gaulle, founder of the regime of the French Fifth Republic, strongly presidentialist, which inspires Le Nôtre, said verbatim that " he does not there may be "dyarchy within the State" between an elected President of the Republic and an appointed Prime Minister.
Certainly! Because in this case, there is no dyarchy within the executive, but a new republican experiment. Which is neither a democratic anomaly nor an institutional dysfunction, but an adaptation of the political-institutional reality, like the cohabitation regime experienced in the land of Marianne. In France, this involves several sequences of cohabitation between a President of the Republic and a Prime Minister from a parliamentary majority of the opposition.
In our Senegal of 2025, it is not so much a question of cohabitation but of the advent of an institutional jurisprudence emanating from a democratic revolution that could be defined as co-governance, if we can allow ourselves this neologism. That is to say, a two-force executive power between an eminently legal President and a powerfully legitimate Prime Minister.
An executive duo born from the exceptional context of the revolutionary presidential election of March 24, 2024. Which is the translation of the will of the sovereign people reiterated during the legislative elections with an exclusively PASTEF parliamentary majority led by SONKO.
A co-governance that emanates from the parallelism of form with a conquest of power by two and an exercise of power by two. For the first time, the conquest of power is embodied by a duo instead of being the incarnation of a single man facing his people. The slogan "DIOMAYE MOY SONKO" attests to this.
A co-governance which means that if President DIOMAYE is President of the Republic, Prime Minister SONKO remains the President of the presidential party PASTEF; DIOMAYE won as Head of the Executive just as SONKO triumphed in the legislative elections. If the President is the guardian of the Constitution, the Prime Minister remains the guarantor of the Project.
A co-governance that asserts itself: firstly because the elected President FAYE is by essence the custodian of the trust of the Senegalese people, but this trust is not complete. It is a trust delegated and dictated by President SONKO who gave a voting instruction to the Senegalese. Then, after having designated his co-detainee candidate, leader SONKO mobilized and campaigned alongside candidate DIOMAYE as his de facto running mate in a historic tandem of a historic flash electoral campaign starting from the press briefing at the AZALAI hotel to the MBOUR rally.
Based on this revolutionary republican narrative, the SONKO 2 government emerged, rekindling the growing and cumbersome rumor of a diarchy. Yet, like any government reshuffle, it is intended to provide new impetus. In this case, it is supposed to silence the supposed dissensions at the top of the state.
But the SONKO 2 government will not have succeeded in cooling the heat of the political climate backed by the symptoms of the sick republican body with a vital prognosis engaged, interned in the fourth basement according to the Authority with the most agonizing clinical signs: abysmal public deficit; hidden public debt, galloping inflation, serial politico-financial scandals, rendering of public accounts, mass unemployment and idle youth attacking the ocean for a better future at the risk of their lives.
And now the reshuffle, which is in itself a minor rearrangement, is generating a strong controversy. Especially with the two sovereign ministries of Justice and the Interior, respectively, Mrs. Fall, in rotation, and Maitre Cissé, lawyer of Prime Minister Sonko. Some see this as the Prime Minister's power with a show of force within the executive. Yet another growing suspicion of a perception of diarchy is resurfacing.
The brand-new Sonko 2 government has resurrected the old spectre of duality. And what was a banal democratic moment has become a perilous republican sequence with its share of controversies.
Once again, the little music of duality resounds loudly. The controversy swells. Tempers flare. Imaginations run wild over the supposed dyarchy. The deafening rumor between DIOMAYE and SONKO continues to develop, amplify, and thicken.
This is the news, but this is not the issue. Given the emergencies and the state of the suffering country buried in the fourth basement, the issue is not an equation of political rupture of duo or duel but the imperative necessity of a major economic and social rupture.
Assume the duo as guides of the revolution during the conquest of power and fathers of the systemic rupture during the exercise of the power . The two figures of the executive cannot fail to be clearly aware of their roles and responsibilities before history. The break to be equal to the challenges. Finding solutions and corrective actions to the problems. Above all, putting the country back in order from every point of view.
The President of the Republic, who is the keystone of the institutions, understood the imperative necessity of the duo by shouting urbi et orbi that the Prime Minister must be strong. Aware that the strength of the Prime Minister does not mean the weakening of the presidential function. Sharing power does not mean dividing and weakening it; it means adding capacities and strengthening it.
In full awareness He acknowledges that he was victoriously elected but that his political destiny which propelled him from the shadows to the light was promoted by the good care of his Prime Minister SONKO.
In all fairness, by loudly and clearly evoking that the Prime Minister must be strong, he shows that he will not attempt the symbol of personal adventure or transgressive audacity. Thus, far from him the idea of fooling his head in the sand, because he is aware of his substitute candidacy, therefore by default, following the invalidation of SONKO's candidacy.
With all foresight, the politician before being elected knows how to appreciate and keeps in mind that before coming to power he had neither an elective nor a nominative position; that he was neither a senior civil servant nor a top manager in the private sector. Being propelled overnight as a candidate by the goodwill of leader SONKO generated in him a singular destiny like no other.
Realistically, this suggests that the brilliantly elected President will not allow himself to be led by the comfort of power neither by its theoretical heaviness nor by its demagogic heaviness. For example, not adhering to the sudden and curious sympathy of a fringe of the opposition nor to their sudden and unexpected force of support which invites him to fully and exclusively occupy the executive chair evoking the stricto sensu interpretation of the presidential function as the sole repository of the trust of fellow citizens. But as already underlined, omitting to say that he benefits from a delegated trust emanating from the President of PASTEF .
In all responsibility, we can be convinced that the Head of State of rupture hardly gives himself over to the intoxication of power, nor to the gold and gilding of the presidential palace, nor to the whistling flashing lights and howling sirens of the Republic.
Regarding Prime Minister Sonko, there is no doubt that he is the embodiment of the Project. There is no doubt that he is its undeniable and uncontested figurehead. It is said that we must give Caesar what belongs to Caesar. And his responsibility is engaged before the tribunal of history for the triumph of the revolution. The political leader is expected to deliver results to leave a precious mark in the pantheon of revolutions, given the immeasurable expectations raised. And nothing is too much, nothing is enough to write a happy chapter in history. How to capitalize on the position of the most influential man? How to rise to the challenge of massive rupture and transformation of the country. After the speech, he is expected to deliver breakthrough objectives for the emancipation of the nation, the formation of human capital, particularly the youth to be educated. For an economy of innovation and productivity that creates growth and jobs. To solve the economic and social disorder, the political media chatter ultimately leads to republican chaos. If we say that the Prime Minister elected a President of the Republic and then a parliamentary majority of deputies, the time has come to bring out economic champions who will be actors in the industrialization and economic transformation of an orderly country.
This is why we must bury the rumor that gave rise to legitimate questions and legal issues about the duo DIOMAYE and SONKO, namely:
Has the duo of brothers in arms turned into a fratricidal duel?
Has the conquering duo become a governing duel?
Even though it is often said that in politics the strongest friendships cannot withstand circumstances or ambitions. Also that "Politics is the graveyard of friendships" with sadly famous examples from here and elsewhere. Senghor and Dia; Fidel Castro and Ché Guévara; Thomas Sankara...
Let us hope that the power of the Revolutionary Project dictates that the duo never converts to a duel.
Let us hope that the immense expectation generated will require the duo to govern to have unity.
Co-governing so as not to betray the promise of rupture
Co-governing to erase the gap between sterile political debates and the real concerns of citizens
Co-govern so that the word heard is the action expected by coupling action with words.
Added to this is the duty to set an example and unite the nation around the real challenge, which is the economic revolution. The only revolution worth having. With the revolutionary economic model that will be a landmark, like the models of the Nordic countries or the Arab Emirates. Inventing the economic system that will change the lives of the Senegalese. May political overbidding be replaced by economic effervescence. May the inflation of political discourse be replaced by an overproduction of economic acts. May MPs compete with bills that impact us, and may ministers compete with bills that speak to us.
May the duo in co-governance which does not betray the spirit of the institutions be a political wealth to be converted into economic prosperity.

To assume the duo of the exercise of power in accordance with the commitment to conquer as a duo as thought and agreed in the secrecy of their cell at Cap Manuel. Every commitment to be respected, whether it be a given word or a written act.
Any commitment to continue in a sacrificial and principled approach to serve the Senegalese for the great breakthrough in economic and social progress.
This is their mission! Echoing Frantz Fanon's thought: "that each generation must face its mission, fulfill it or betray it."

Il faut et il convient que nous ayons davantage de femme en politique au pays. .Bravo Mme pour votre esprit lumineux qui retrace brillamment et objectivement avec fidélité comment les choses sont survenues par la Volonté inébranlable d'un seul homme : Sonko. Sonko, Sonko, Sonko, digne de chants, de louanges et d’éloges, un héros premier arrivé et second par la nature mystérieuse des choses… Il a confiance en lui, il est sans peur et sans reproche, il est franc, honnête, véridique sans détour. Il a su rassembler la jeunesse autour de lui, qui se reconnait en lui. Il est fort, inébranlable, parle vrai, un homme hors du commun. Il a effacé et éclipsé tout le monde politique en place devenu portion congrue et résiduelle. Il incarne le héros hegelien dont la volonté s’accomplit au travers des circonstances douloureuses et sacrificielles. Une étoile scintillante, tombée d’en-haut pour s’illustrer au service du pays, de l’Afrique et du peuple. Il représente la Providence, la Nécessité et le Destin. La preuve : chaque fois que des avancées sont réalisées dans les négociations avec le FMI, il sort de son silence pour tout compromettre. Or, le FMI est une institution soucieuse de son image et de sa crédibilité, et ce n’est pas sans raison que de nombreuses entreprises dépensent des millions en communication pour entretenir leur réputation.

Ensuite ce n'est avec ton baratin que la situation du Sénégal va s'améliorer avec SOUKE ET SIRIKI et votre soit disant révolution africaine Enfin, le Sénégal a besoin d'actes pas de belles phrases copiées sur le net et agencées avec l'IA
