Affaire du faux « Le Drian » : 4 millions d’euros (2 623 840 000 fcfa), l’impératif de clarification (Par Abdou Khadre SALL)
The recent revelations and statements by Mr. Gilbert CHIKLI on the so-called "fake Le Drian" affair bring back to the heart of public debate a question that cannot remain unanswered: how could a transfer of 4 million euros have been made by the former president of Senegal, Mr. Macky SALL, to an individual posing as the former French Minister of Foreign Affairs, Jean-Yves Le Drian?
If the facts are established, we are no longer dealing with a simple, sophisticated international scam. We would be facing a serious failure at the highest level of the state.
At the time of the alleged events, Senegal was led by Macky Sall. Therefore, the question of responsibility cannot be ignored.
How is it possible to transfer 4 million euros in a fraction of a second without prior verification?
In any public administration, and even more so in a sovereign state, a disbursement of such an amount is subject to a strict chain of approval:
administrative instruction,
. opinion of the Ministry of Finance,
Treasury control,
Budgetary traceability,
. and, in the event of a diplomatic emergency, direct verification with the relevant authorities.
How, then, could a simple call or a request presented as coming from a foreign authority have triggered such a large transfer without thorough checks?
No modern democracy can accept that a simple exchange, even presented as diplomatic, is enough to commit several billion CFA francs.
This constitutes an inconsistency with the budgetary discourse advocated by President Macky SALL at the time of the alleged events.
It is essential to put these alleged facts into context.
At the beginning of the presidential term in 2012, the official discourse emphasized the need for budgetary rigor.
Public finances were portrayed as fragile. Strict budgetary choices were justified by a lack of resources. Budget cuts were announced as essential to restoring the state's financial health.
In this context, how could 4 million euros, or 2,623,840,000 CFA francs, have been raised in a few moments?
This is not a controversial issue. It is an economic, institutional, and moral one.
Because every euro paid by the State comes from the Senegalese taxpayer.
Therefore, it is necessary to clearly define responsibilities
If this operation has indeed been validated, it is imperative to identify:
1. The decision-making chain: Who authorized the disbursement? What documents were produced? Is there a written order? Who signed it?
2. Internal controls: Why was no formal diplomatic verification required? Was the Ministry of Foreign Affairs consulted? Were the intelligence services notified?
3. Political responsibility: If the validation occurred at the presidential level, on what elements was this decision based? What guarantees were requested? Why was basic prudence not observed?
These questions are not secondary. They affect the very credibility of the institutions.
A demand for immediate transparency
Faced with such questions, silence is not an option.
It is imperative that Macky Sall publicly explain this situation. Not for political expediency, but out of a sense of civic duty.
In any mature democracy, a former head of state confronted with facts of such gravity has a duty to provide clear, detailed and documented explanations.
Otherwise, doubt sets in. And doubt undermines public trust.
These events raise, once again, a crucial issue: the protection of public funds.
Public funds cannot continue to suffer from decisions made lightly, imprudently, or without rigorous oversight.
Senegalese citizens consent to paying taxes. Students await their scholarships. Hospitals await their funding. Local authorities await their allocations.
Every budgetary decision entails the moral responsibility of the person who approves it.
If mistakes have been made, they must be acknowledged. If negligence has occurred, it must be punished. If wrongdoing has been committed, it must be prosecuted.
In a democracy, when explanations are not provided spontaneously, recourse to judicial institutions becomes a legitimate mechanism for clarification.
If no clear explanation is provided, I will be forced to take legal action in Senegal so that the truth can be uncovered in this matter.
Not in a spirit of political confrontation, but in a spirit of protecting the public interest.
Because it is unacceptable that public resources continue to be exposed to the carelessness or negligence of leaders who have the responsibility to protect them.
I want to clarify that this is a matter of institutional dignity.
This matter goes beyond individuals. It concerns the stability of the state.
Senegal deserves strong institutions. It deserves transparent governance. It deserves that every public franc be rigorously protected.
Clarification is imperative today.
History will judge the silences. But justice must establish the facts.
