Faible taux d’emploi formel, marché du travail : Le ministre Amadou Moustapha Ndieck Sarré évoque des déséquilibres structurels persistants
"Recent diagnoses of employment and the labor market show persistent structural imbalances: a low rate of formal employment, a strong predominance of the informal sector, late entry of young people into the labor market and a mismatch between the supply of training and the real needs of the economy."
These remarks were made by the Minister of Employment, Vocational and Technical Training. Amadou Moustapha Ndieck Sarré chaired a special meeting of the regional development committee in Thiès on Tuesday, January 27, 2026, dedicated to consulting stakeholders in the context of developing the New National Employment Policy.
For the minister, faced with this reality, it became essential to thoroughly rethink our national employment policy, so that it is more coherent, more inclusive and above all better rooted in the territories.
According to him, employment is not decreed solely from the central level; it is built as close as possible to economic areas, local sectors, businesses and communities.
This, he said, "is the whole point of the approach taken through the organization of this special CRD, which aims to gather the analyses, proposals and expectations of territorial actors, in order to enrich the future national employment policy with a realistic and territorialized approach".
Mr. Sarré emphasized that "the Thiès region occupies a strategic place in the national economy. By its geographical position, the diversity of its economic activities and the dynamism of its population, it has significant assets for the creation of sustainable jobs. Agriculture and agro-industry, crafts, commerce, tourism, extractive industries, construction and services constitute all potential levers for job creation, provided that public policies, private investments and training schemes are better coordinated and oriented towards the real needs of the local economic fabric."
The work of the CRD will make it possible to identify regional priorities in terms of employment, to formulate concrete and operational proposals for the future national employment policy, to strengthen territorial governance of employment, based on consultation and shared responsibility, and to consolidate synergies between the State, local authorities, the private sector and social partners.
The minister reassured everyone that the conclusions reached by this Regional Development Council (CRD) would be integrated into the national process, ensuring that national employment policy accurately reflects the realities and aspirations of local communities. Employment, he said, is at the heart of the social contract and the transformation project for our country.
For Mr. Sarré, the success of the New National Employment Policy will depend on our collective ability to act together, with clarity, commitment, and a sense of responsibility. "The Thiès region has a major role to play in this national dynamic. The government remains fully committed to supporting local areas and translating the recommendations from these consultations into concrete, measurable, and sustainable actions."

En attendant il faut dire a votre collègue du Travail il doit forcer les employeurs a embaucher ceux qui ont de CDD qui durent plusieurs années.
Racine Sy en est un exemple. Dans ses hotels on ne compte pas plus de 10 salaries avec des CDI. Tout le reste est sous CDD depuis plus de 10 ans.
