Recettes : Comment et où l’Etat du Sénégal a trouvé ses 4374,8 milliards de FCFA
The hidden debt crisis that has plagued Senegal's public finances since 2024 has severely strained the state's budgetary foundations. To gradually restore balance, the authorities were counting, among other things, on strong revenue collection in 2025. Indeed, by the end of the year, the state had managed to collect 4,374.8 billion CFA francs in domestic revenue. But where did it find it?
The largest tank
Tax revenues remain the largest source of resources for the Senegalese state budget. This is where the authorities drew almost all of the country's domestic resources, amounting to 4,087.4 billion CFA francs at the end of 2025. These tax revenues are generated by various types of taxes and duties.
They brought in more money
Among them, indirect taxes generated 2,396.2 billion FCFA. This was achieved, for example, through the tax on goods and services (1,110.2 billion), import VAT (754.6 billion), customs duties, which constitute the taxes and duties collected on the entry or exit of goods (427.2 billion), etc.
Income and companies
Direct taxes remain the other major source of tax revenue. Collected directly by the tax authorities from the income or capital of individuals or legal entities, they generated 1,458.5 billion FCFA. Income tax and corporate tax, which generated the most revenue among direct taxes, brought in 851.6 billion and 463.4 billion FCFA respectively.
The weakest reservoir
Finally, there are non-tax revenues. These are the resources collected by the State outside of taxes and duties. In 2025, they were not significant. Revenues from state property, royalties from the ARTp (Telecommunications Regulatory Authority), and dividends and financial products, which constitute them, contributed 287.4 billion FCFA to the State coffers.
