Transparence, rationalisation des dépenses publiques : la proposition du Juriste El Hadji Diaydi Bâ Cissé
A lawyer and specialist in public governance, El Hadji Diaydi Bâ Cissé is the initiator of the Support Program for the Structuring and Management of Materials (Pasgem). He designed this program after observing that the management of tangible public assets is currently one of the most vulnerable segments of the Senegalese administration.
“The flaws are deep-seated: insufficiently trained agents, lack of a centralized digital system, incomplete inventories, logistical fraud, fictitious deliveries, overbilling… According to my work and the concept note I have developed, these dysfunctions generate between 20 and 30 billion CFA francs in losses per year for the State. I therefore wanted to propose a structured, realistic and immediately operational reform,” he told our colleagues at Exclusif.net.
Pasgem, he said, is a comprehensive system designed to professionalize, centralize, and digitize materials accounting. It is based on three innovations: a national center responsible for auditing logistics control and technical supervision (Cenagom); a directorate tasked with creating a national corps of trained and certified materials accountants (Drm-Ccm); and an integrated digital system enabling real-time traceability of all public assets (Sigmat). "These three pillars would be coordinated by a National Coordinator appointed by decree, who would guarantee the system's coherence and effectiveness," he said.
Given the current national context marked by a fundamental debate on transparency and the rationalization of public spending, the legal expert proposes this program which, in his opinion, is "a technical, rigorous, and immediately applicable contribution." He explains that it creates a complete ecosystem, equipped with clearly defined rules, skills, technologies, and responsibilities.
Furthermore, Pasgem could generate savings, enhance transparency, improve accountability, and pave the way for the establishment of a future public procurement agency. "I hope the authorities will take this up," he suggests.

Quelles sont les autres réformes réglementaires ou législatives qui doivent l'accompagner en dehors du décret de nomination cité.

Salam,tout d’abord la création d’un cadre réglementaire à travers ce programme va créer une visibilité nationale, un impact fort et un pilotage institutionnel. Le reste ce sera une coordination…
Il faut plutôt voir le ratio par rapport à ce qui va être économisé. Mais c’est déjà étudié. Pour rappel l’indemnité des comptables des matières est une part importante du budget
