Omar Dramé vs Marieme Soda Ndiaye : Rendez-vous au tribunal le 8 octobre

A new standoff is pitting the General Directorate of the Food Security and Resilience Commission (CSAR) against the Interministerial Collective of Senegalese Administrative Agents (CIAAS). The collective's Coordinator, Omar Dramé, has been summoned to appear on October 8, 2025, at 8 a.m., in Room 3 of the Dakar Special Court, as part of a defamation lawsuit brought by the Director General of the CSAR, Marième Soda Ndiaye. In a press release, Omar Dramé recalled that this case originated from a text he published on February 16, 2025, denouncing the dismissal, deemed unfair, of ten CSAR agents, including eight women, all holding permanent contracts. According to the collective, these workers, some of whom held positions of responsibility, had been dismissed under disputed conditions.

Faced with this situation, the Management filed a complaint, resulting in Omar Dramé being summoned on February 25th before the Criminal Investigations Division. However, the dispute was then brought before the Dakar Labor Inspectorate, which resulted in a conciliation on March 17th, 2025. The agents concerned received their full entitlements, due to the irregularity noted in the dismissal procedure.

It was therefore with "surprise" that the CIAAS Coordinator said he learned of his defamation lawsuit, even though the initial dispute had been settled for more than seven months. "The defamation proceedings did not, in reality, present the elements justifying its admissibility before the competent court," he believes, considering that the case is primarily a union matter.

Omar Dramé announced that the entire trade union movement would be mobilized during this trial, with the general secretaries of the coalition's member unions having already been informed of the situation. He also highlighted a contradiction between this procedure and the Social Stability Pact recently signed by the State: "If the objective pursued is to restrict my freedom of action or speech, this attempt is doomed to failure, because I will continue to defend, with consistency, the material and moral interests of the workers," he concluded.
