Financement de l'UCAD : Le Pr Abdou Salam Sall appelle à rompre avec le "tout État"
Invited to the Sunday Jury program, Professor Abdou Salam Sall addressed the sensitive issue of scholarships, often the cause of strikes at Cheikh Anta Diop University of Dakar (UCAD). While recent crises have been triggered by payment delays and administrative misunderstandings, the former rector believes the problem runs much deeper.
“We have instilled the idea that the state owes us everything. However, no state in the world fully funds higher education,” he stated. To address this dependence, he called for diversifying revenue streams through several levers: developing university incubators, mobilizing alumni, strengthening the UCAD Foundation, and increasing engagement with the private sector.
According to him, a sense of belonging becomes a strategic lever. Supporting students towards success would ultimately create a virtuous circle of contribution and financial autonomy for the institution.
UCAD's untapped scientific potential
Despite recurring disruptions, Professor Abdou Salam Sall reiterated that UCAD remains a leading scientific institution. Under his leadership, the university adopted the LMD (Bachelor's-Master's-Doctorate) reform, becoming the first French-speaking university to align itself with international standards.
He emphasizes the quality of Senegalese education: “Senegalese doctoral students are successful internationally, scientific output remains strong, and numerous innovations and patents attest to the dynamism of our laboratories.” The real challenge now lies in promoting and communicating this knowledge. According to Professor Sall, “the disruptions prevent us from seeing the true brilliance of the university.”
He therefore advocates for a strengthened synergy between the state, the private sector, the university, and civil society in order to transform research into a genuine engine of economic development. For the former rector, the current crisis must be seized as an opportunity for renewal so that UCAD remains a major intellectual and strategic pillar for Senegal.
