« Le règlement n’a pas été violé » : El Malick Ndiaye bat en brèche les arguments de Tafsir Thioye
Amidst the controversy surrounding the reform of the Electoral Code, the Speaker of the National Assembly, El Malick Ndiaye, stepped forward to defend the regularity of parliamentary procedure. Faced with accusations of "power grabbing," he firmly responded to Tafsir Thioye, who had raised a preliminary question: "The rules of procedure have not been violated."
Brandishing an official document during the session, the Speaker of the House clarified that the National Assembly had indeed received the opinion of the President of the Republic, an element he considers crucial to the process's compliance. "We received the opinion of the President of the Republic. It's very clear," he insisted, to close the debate on the validity of the referral.
El Malick Ndiaye was categorical, particularly regarding the list of 17 MPs who had formally requested an emergency procedure. He also pointed out that the conditions stipulated by the rules of procedure were not met to justify certain procedural challenges. "Two opposing opinions were required before anyone could speak, but that wasn't the case," he explained.
Returning to the circumstances of his intervention, he explained that he had been directly questioned during the session, which led him to clarify the situation. The President of the National Assembly concluded by stating that he had simply confirmed a specific administrative fact: the actual and proper receipt of the official documents necessary for the continuation of the proceedings.
