Bignona: In Coubalan, a study on land dynamics and practices in Lower Casamance was presented to the local population for better management.

Bignona : A Coubalan, étude sur les dynamiques et pratiques foncières en Basse-Casamance restituée aux populations pour une meilleure gestion

Land issues in the dynamics of economic, social, and territorial development in Senegal were the subject of a study conducted by academics on local land arrangements in five areas of the country. The presentation of the results of this research brought together several key stakeholders in the community in Coubalan.

 

According to these academics, access to land, its use, and its security are essential for agricultural production systems, rural household subsistence strategies, private investment, and local social stability. In the current context of population growth, increased pressure on natural resources, and diversification of land use, land is becoming a strategic issue, but also a source of recurring tensions and conflicts.

These university professors note that the formal legal framework, dominated by the law on national land, struggles to respond effectively and appropriately to the diversity of local situations. The observations that motivated this study demonstrate that difficulties in implementation, legal ambiguities, and the gap between official norms and social practices have fostered the emergence and consolidation of numerous local land arrangements.

According to these researchers, these arrangements, often informal or semi-formalized, constitute pragmatic mechanisms by which local actors organize access to, use and transmission of land outside of classic administrative procedures.

According to Professor Hamath Dia of UASZ, scientific coordinator of this study on land dynamics in Lower Casamance, this overall analysis does not spare the region. He specified that the study focused on two local authorities, including Coubalan.

 

"This research began last August with a state-of-the-art review, which was subsequently supplemented by an exploratory survey that allowed us to get a sense of the direction in which to orient this research. We then conducted an in-depth survey of various stakeholders whose activities revolve around land to assess the different practices that have been systematized. We felt it necessary, as was also part of the protocol, to come here today to share the results of this research with the various stakeholders for amendment and validation," he explained.

For the deputy mayor of Coubalan, these issues must be addressed at the grassroots level. For Alfousseyni Sagna, the land question must be approached with great care, sometimes requiring a review of the existing situation to plan for the future.

 

"Even though the law has sometimes addressed the issue of land, to this day we remain comfortable, we have not yet abandoned our old practices. So, in order not to always be outside the law, it is a question of going to question the communities about the practices that were in place and perhaps try to legislate or agree on what is done. If there is a need to formalize this, we do it; if there is a need to eliminate certain bad practices, we eliminate them," declared the deputy mayor of Coubalan.

Alfousseny Sagna appreciates this approach, which gives communities a voice on land-related issues. The deputy mayor believes it's essential to listen to the people and allow them to express themselves freely in order to understand the challenges they face regarding land.
