Gouvernance à l'IPRES et à la CSS, investissements désastreux : La sortie au vitriol du SATI

The Independent Union of IPRES Workers (SATI) published a scathing statement on Thursday, denouncing the elimination of the Ministry of Labour during the reshuffle of September 6, 2025 and its attachment to the Ministry of Public Service and Public Service Reform.

According to the union, this decision is a "convenient solution devised by the current regime" to "bury the essential issues related to the management of the social institutions sector, the current situation, and the necessary reforms." SATI points out that workers' organizations have long been raising the alarm about the governance of institutions like IPRES and CSS, whose bodies have been "illegal since 2016" due to unduly extended mandates. It highlights disastrous investments, catastrophic modernization projects, and worsening financial insecurity, all without any action from the new authorities.

Despite injunctions from the Minister of Labour since December 2024 (deadlines: January 31 and May 1, 2025), the warnings have gone unheeded, leaving the institutions in an "institutional deadlock," with interim leaders or those involved in serious legal proceedings. "This political option of abolishing the Ministry of Labour, surely unprecedented since 1960, remains difficult to understand," writes the SATI, accusing the government of expanding the responsibilities of an already overburdened ministry, incapable of reforming an administration marked by "laxity, a lack of transparency and modernization."

He calls for a return to orthodoxy: "It would be appropriate for the political authorities to return to orthodoxy, by providing themselves with the means for efficient and rigorous management of the sector, the definition of strategic policies, and finally the implementation of essential reforms."
