As revealed by Seneweb, the Special Cybersecurity Division (DSC) dismantled a network that offered loans at exorbitant interest rates, operating without authorization and using threats and pressure tactics in the event of default. The investigation identified five individuals involved.
They were referred to the Financial Judicial Pool (PJF) on charges including criminal conspiracy, fraud, illegal collection and storage of personal data, and illegal lending activities. Mr. Amavi is among those implicated. This 30-year-old Togolese woman is the CEO of Level Technology, the company behind the alleged practices.
During her confrontation with investigators, Libération reports, she stated that she was a front man, and that her role was limited to appearing on Level Technology's incorporation documents. "She maintained that a man named F. Simiyu manages everything," the newspaper continues. "That she represents the company without any direct involvement in its activities. She also stated that their structure does not have a BCEAO patent authorizing it to make online loans."
F. Dimiyu, also arrested in connection with this investigation, is officially the marketing manager for Level Technology. During his hearing at the DSC, this Kenyan man in his thirties confessed to having been recruited by "Jerry" and "Jason," the two Chinese men presented as the masterminds of the network and previously undetected by police. "He stated that he used Facebook to attract customers by inviting them to download the application onto their mobile phones and fill out the form."
Libération reports that the DSC (Directorate of Financial Surveillance) recorded 37,385 registrations on the platform dedicated to suspicious loans, " stats-pro.hey-cash.com ," and 104,015 loan applications. The daily newspaper indicates that 79,469 applications were approved and 67,811 loans disbursed for a total of 2,307,435,900 CFA francs. "Analysis of the amounts actually paid shows that borrowers only received 1.5 billion CFA francs, a difference of more than 805 million, corresponding to deductions made during disbursements," the same source points out.
