Pacte national de stabilité sociale : Mody Guiro appelle à une concertation sincère, régulière et inclusive
The Secretary General of the National Confederation of Workers of Senegal (CNTS), Mody Guiro, focused on the implementation of the National Pact for Social Stability signed between the State, the unions and employers.
Speaking on RTS radio, the union official indicated that this pact, whose steering committee was officially installed by Prime Minister Ousmane Sonko on October 27, 2025, constitutes the only formal space for consultation between social partners and the authorities.
He did, however, lament the limited availability of some government members, which, in his view, makes it difficult to address workers' demands proactively. "Several ministers remain largely unavailable to engage with social partners."
The Secretary General of the CNTS also stressed the need for sincere, regular and inclusive consultation, believing that the unions have proposals and ways out of the crisis.
According to him, social dialogue cannot be limited to formal frameworks without effective implementation. "It is not enough to set up a committee and appoint a chairman; the monitoring committee must be operational to allow for the review and progressive resolution of outstanding issues."
Among the concerns raised, he cites the issue of housing allowances for civil servants, reported layoffs in certain sectors, the situation of companies facing domestic debt, as well as the difficulties encountered by many workers who are currently unemployed.
Mody Guiro also called on the State to support the private sector, particularly sectors with high employment potential such as construction and public works, but also energy-related industries, which are facing payment arrears.
Acknowledging the complexity of the economic situation, he stressed the importance of anticipating and regularly evaluating the commitments contained in the pact. "The Ministry of Labor, as the lead agency for social dialogue, should periodically convene the relevant partners and ministers to review the progress of these commitments," he said.
In conclusion, he reiterated that for nearly two years, the trade unions have exercised restraint, despite the existence of an action plan known to their members. "This is a responsibility they have assumed, but it cannot continue without clarity and answers from the authorities."
He therefore called for transparent communication regarding the constraints encountered and the possible deadlines. "Institutional silence weakens the social climate," he warned.
