"Scandales" ASER et Intermaq : des lanceurs d’alerte annoncent une saisine imminente de l’OFNAC
Questions surrounding the rural electrification contract involving ASER and AEE Power are now compounded by a new controversy at the Ministry of Agriculture concerning the Intermaq project. Faced with persistent unanswered questions, whistleblowers have announced their intention to compile a dossier of allegations, which they plan to submit to the National Office for the Fight Against Fraud and Corruption (OFNAC).
Their attention is primarily focused on the so-called "Intermaq" affair, a contract estimated at nearly 85 billion CFA francs. This case has been at the center of debate since the public statements of Minister Mabouba Diagne. After initially praising the merits of this project—which involves the delivery of 3,000 motorized units (tractors, motor pumps) to modernize agriculture and reduce post-harvest losses—the minister himself mentioned a possible overbilling of around 12 billion CFA francs.
These claims have inflamed public opinion, especially since, at this stage, no official findings from any oversight or auditing body have been made public to substantiate these accusations. For the whistleblowers, only a formal referral to the OFNAC (National Office for the Fight Against Fraud and Corruption) will allow for an examination of the contractual documents and a determination of whether there were irregularities in the awarding and execution of these contracts.
Accountability as a priority
For these civil society actors, transparency in the management of public finances is an absolute democratic requirement. The sums involved are colossal: 37 billion for rural electrification and 85 billion for the Intermaq project. "Senegalese people have the right to know how their taxes are being used, and whether the procedures have been followed," they maintain.
By referring the matter to OFNAC, these citizens hope to establish a genuine culture of accountability. Beyond the figures, it is citizens' trust in institutions that is at stake. An independent investigation would definitively establish responsibilities and calm a public debate rife with suspicion.
