Youth employment access: Dr. Cheikhna Amala Ndiaye calls for urgent reform of the information system

The lack of an effective information system is one of the main obstacles to young people's professional integration. This is the opinion of strategic economist Cheikhna Amala Ndiaye, a guest on the "Seneweb Eco" program this Sunday, December 7, 2025.

“Today, information is not available, and good information is not available to those who need it,” he stated, explaining that there is no national platform for accessing job offers or candidate profiles. Mr. Ndiaye believes it is therefore urgent to establish such an information system to address the issue of youth unemployment. “With an effective labor market information system, we could have already achieved this. It’s a matter of urgency,” he emphasized.

The public procurement expert also highlights the lack of professional experience and skills certification as obstacles to recruiting young people. "Recruiting someone for whom you have no benchmark to measure their competence," he explains, noting that "all serious organizations require at least a recognized diploma." Cheikhna Amala Ndiaye also raises concerns about the difficulties related to mastering digital skills. "In Senegal, there are intermediate, even advanced, digital skills that are difficult to acquire on the job market… some young people cannot properly use even the most basic digital skills."

Access to financing, a major “barrier”

Addressing the issue of financing, Dr. Ndiaye emphasizes that the State must play a supporting role, alongside the private sector and development partners. "Access to financing remains the main obstacle to youth entrepreneurship," he states, advocating for an "integrated approach" combining innovative financing, institutional support, and administrative simplification.

According to him, the existing procedures remain too complex: "The procedures are sometimes complicated for an average Senegalese person."

The economist proposes the creation of a Blended Finance mechanism dedicated to young entrepreneurs, combining grants and repayable loans. "We can start by supporting 10,000 young entrepreneurs in a pilot phase," he suggests. This would be in addition to setting up a digital one-stop shop to accelerate business creation.
