Guinée-Bissau : Un référendum constitutionnel convoqué le 30 août 2026
The transitional president of Guinea-Bissau announced, by decree n°19/2026, the holding of a national referendum on August 30, 2026. Citizens will be called upon to vote on the entry into force of the new Constitution of the Republic, adopted by the National Transitional Council.
According to the official text, the decision is based on the Charter of Political Transition (Article 4, point r, and Article 5, paragraph 3) as well as on Law No. 12/2026 of June 16, in particular its Articles 11, 30 and 31.
The question put to voters will be clear and direct: "Do you agree with the entry into force of the new Constitution of the Republic approved by the National Transitional Council?"
The vote will be conducted by direct, secret and personal universal suffrage, with each citizen having to choose between the options YES or NO.
The decree specifies that the Supreme Court of Justice issued a favorable opinion regarding the holding of this popular consultation, confirming the process's compliance with legal provisions. The procedures stipulated in Articles 29 and 30 of Law No. 12/2026 were respected, guaranteeing the referendum's legality.
This consultation, organized throughout the entire national territory, marks a decisive step in the political transition process initiated by the ruling junta. It aims to provide the country with a new constitutional framework, intended to strengthen the legitimacy of institutions and pave the way for lasting stability.
