Transparence et gouvernance des ressources extractives : Le Sénégal noté “Très bien”
“Very good”. This is the score awarded to Senegal at the end of its third validation process, in light of the implementation of the EITI 2023 Standard . The country obtained a score of 89 out of 10, which reinforces its global leadership in the field.
“With 89 out of 100, Senegal maintains its leadership throughout the world and demonstrates that the level of transparency is very satisfactory, that not only is the EITI standard relevant in Senegal, but that there is good inclusivity in the management of natural resources,” explained Taddée Adiouma Seck.
The Permanent Secretary of the National Committee of the Extractive Industries Transparency Initiative (EITI-Senegal) spoke on Tuesday during a press briefing on the presentation of the results of the validation process.
Indeed, for the component “result and impact of implementation”, Senegal was scored 92.5 out of 100. For aspects related to “stakeholder engagement”, the country obtained 87.5 out of 100. As for aspects related to transparency, it was awarded a score of 81.
“In almost all areas, we are truly at a very high level, or performing very well. The key factors that have earned us this score are, overall, the work plan. The way Senegal is implementing its work plan is highly valued,” Mr. Seck asserts.
However, Senegal did not achieve high scores across the board. It received a lower rating for intranational transfers. Mr. Seck emphasized that "this is Senegal's major governance challenge, as the legal mechanisms implemented over the past decade are not functioning effectively." In this area, Senegal received a score of 50 out of 100.
Indeed, the country has established mechanisms for redistributing mining revenue through the Equalization and Support Fund and the Local Development Support Fund. However, these mechanisms have struggled to be implemented for over a decade.
“For the Equalization Fund, despite the redistribution orders, the transfers are not effective in reality. There was only one transfer in 2020,” Mr. Seck laments.
Thialy Faye, President of the Senegal EITI National Committee , praised the overall remarkable performance. He stated that it reflects the significant progress made by Senegal in the governance of the extractive sector.
However, he was keen to emphasize that “this score of 89 out of 100 is not an end in itself, but rather represents a solid foundation on which we must continue to build.”
